Bianca Shaw
President, Wisconsin Women's Network and Cross State Senior Manager, All Voting is Local

Bianca Shaw is an innovative Executive Consultant, strategist, and equity advocate with more than 18 years of leadership experience spanning non-profit organizations, state and local governance, and national campaigns. She currently serves as President of the Wisconsin Women’s Network and as Cross-State Senior Campaign Manager for All Voting is Local, where she advances strategies to protect democracy and expand access to the ballot across eight key states (AZ, FL, GA, MI, NV, OH, PA, WI). Bianca serves as a contracted Policy Director for the Milky Way Tech Hub, where she leads efforts to promote inclusive policies that strengthen Wisconsin’s innovation ecosystem and ensure underrepresented communities have access to digital skills, entrepreneurship, and emerging opportunities in technology.

Her career has included service as a political appointee at the Wisconsin Department of Children and Families, where she directed the Office of Urban Development and oversaw equitable childcare initiatives distributing more than $2.2 million in funds. She has also led workforce and economic development efforts through the Wisconsin Department of Workforce Development and advised legislators on state policy as a legislative aide.

Adept at convening diverse coalitions and designing advocacy strategies, Bianca has managed programs at the intersection of social services, economic mobility, technology, and voting rights. Her mission is to help individuals move from poverty into stability while ensuring historically marginalized communities are not left out of the democratic or digital future.
